Rockefeller seeks support for bill to delay EPA's carbon rules

Sen. Jay Rockefeller, D-W.Va., is working to build support for his proposal to delay by two years the greenhouse-gas regulations issued this year by the Environmental Protection Agency. The bill is eight votes shy of the 60 votes needed to stave off a possible filibuster, a Democratic aide said.
