New federal teacher certification rules a challenge for rural schools

In rural areas, where teachers often tackle multiple subjects, schools may find it difficult to comply with a provision in the No Child Left Behind Act that requires all teachers to be "highly qualified" in their subject area. And in Tennessee, some certified teachers have said they would rather retire early than go back to school to meet new certification rules.
