Sen. Barack Obama said that if he is elected president he will increase regulation on energy speculators, whom he blames for much of the increase in global oil prices. The Obama campaign accused former Sen. Phil Gramm, a Texas Republican and economic adviser to GOP presidential candidate John McCain, for legislation in 2000 that removed some energy traders from government oversight.
