Average American would pay $175 a year for climate bill, says CBO

The climate-change bill would cost the average consumer $175 a year by 2020, according to the Congressional Budget Office. The $175 estimate is much lower than the estimate of $3,128 per household in 2015 put forth by Republican critics of the bill. The proposed legislation would establish a cap-and-trade system for carbon emissions to slow the pace of global warming.
