Speech will focus on plan to fight climate change, Obama says

President Barack Obama on Tuesday will give details of his plans to deal with the impact of climate change, he said. The strategy is expected to include efforts to help coastal communities withstand storms as well as steps to curb greenhouse-gas emissions. "Taken together, these actions indicate an entirely new sense of urgency in addressing the threat climate change is posing to our economy and security," said Paul Bledsoe of the German Marshall Fund.
