Regulations on chemicals in toys create challenges for manufacturers

States have created a patchwork of restrictions on chemicals allowed in children's toys, leaving manufacturers with a variety of regulations to follow. "Some states have passed extremely restrictive laws that, depending on how they are implemented, may make it impossible to sell many safe toys in these states," a Mattel spokeswoman said. Some studies have linked phthalates, chemicals used to make plastics, to reproductive problems.
