Sen. Blanche Lincoln, D-Ark., is standing firm on her proposal to prevent derivatives trading at banks, a move that would require major banks to spin off their swaps desks. "There's an ongoing process here," said Rep. Barney Frank, D-Mass., who is leading the negotiations. "There's a lot of conversations going on. I'm optimistic that it can be worked out so we can get the bill passed."
