FCC vacancies may go unfilled amid procedural delays

The Federal Communications Commission may not be operating at full strength for some time, as it seems likely that a Senate vote on Tom Wheeler, the nominee to replace former Chairman Julius Genachowski, won't be held until it can be paired with a vote on a Republican nominee for the other empty seat. The GOP has yet to make public its recommendation for that seat, although Mike O'Rielly, a senior telecom adviser for Sen. John Cornyn, R-Texas, is thought to be the top candidate.
