Congressman: Vouchers will not harm D.C. schools

A bill introduced by Rep. Thomas M. Davis III, R-Va., would create a stand-alone voucher system for the District of Columbia's public schools, and supporters say the bill will increase school choice for the city's parents and students. Opponents, including Del. Eleanor Holmes Norton, D-D.C., say the program will not solve the district's problems.
