House committee approves chemical-security bill, with provisions

The chemical-security bill that the House Homeland Security Committee approved this week would require inherently safer technology for plants. The bill also would permit civil suits against chemical companies found not in compliance with Chemical Facility Anti-Terrorism Standards and against the Department of Homeland Security for failing to enforce the regulations.
