Report: States must do more to fund community-based living

A decade after the Supreme Court ordered states to provide more community-based living for people with disabilities, no states are meeting the mandate, according to a report. That may be leaving too many people living in unnecessarily restrictive -- and unnecessarily pricey -- environments, researchers say.
