A proposal to bring Fannie Mae and Freddie Mac under a "rainy day" fund that would bail out financial institutions was rejected by the U.S. House-Senate committee working on the final version of regulatory-reform legislation. The measure would have made big banks responsible for losses at the government-controlled mortgage companies.
