China publicly calls out banks to improve operations

The People's Bank of China has made public a message previously sent to banks warning them to curtail loose money that has been fueling speculation, improve cash management and toughen risk controls. The central bank appears to be moving to stop banks from repackaging risky loans in ways that hide them from regulators. Separately, the PBOC suspended open-market operations Tuesday.
