HHS tries to negotiate insurance rates

HHS officials are in negotiations with some insurers over the rates they will charge for plans sold through federally run Affordable Care Act marketplaces. The law allows states to act as "active purchasers," but HHS chose an "open market" model that allows all willing vendors to sell qualified plans, regardless of price.
