TransCanada targets year-end startup for Keystone XL southern leg

TransCanada is aiming for the southern leg of its Keystone XL pipeline to come online by year's end. "Almost all of the pipeline has been built. What we have left are some tie-ins where we go under a road or go under a waterway," said David Dodson, a spokesman for the company. The pipeline will run from a hub in Cushing, Okla., to refineries in Texas.
