SEC broadens scope of cross-border swaps rules

The Securities and Exchange Commission has widened the application of cross-border securities-based swaps rules to cover transactions made by foreign divisions of U.S. banks when the unit's trades are guaranteed by the parent. Previously, overseas affiliates were exempt.
