Head of Texas disability-services agency to retire

The Texas official in charge of the state's troubled schools for people with mental disabilities will retire at the end of the summer. Department of Aging and Disability Services Commissioner Adelaide "Addie" Horn has led the agency for more than three years, winning praise from her bosses and criticism from some advocates for those with disabilities.
