Texas factors special-education scores into school rankings

Texas has become the first state to include state test scores of students with special needs in its federal school-accountability ratings, according to the U.S. Department of Education. "Including those students in the accountability ratings is a good thing because they should be treated the same as every other student," said one Texas superintendent.
