The $3 billion Central Utah Project, or CUP, is near completion but will be delayed because only $3.5 million in funding for it is included in President Barack Obama's budget. CUP was to develop 130 miles of pipelines to deliver water to Salt Lake City and southern Utah County. "Utah cannot continue to prosper without a dependable water supply," said Utah Gov. Gary Herbert. Zach Frankel, executive director of the Utah Rivers Council, calls the project "a hemorrhage of cash."
