New York City will need to be creative with old and new techniques in realizing its $20 billion plan to protect against damage from extreme weather events and a changing climate, Clay Dillow writes. Using ideas from design competitions and urban reconstruction initiatives "with tested civil engineering flood mitigation practices will be New York City's challenge as it strives to prove that with enough investment and thoughtful planning, cities really can engineer their way around rising sea levels and other climate change-related threats," Dillow argues.
