Va. city police chief addresses violent-crime increase

The Richmond, Va., Police Department is targeting fugitives and firearms to address violent crime, which has increased 9% this year compared with the same period in 2012. Police Chief Ray Tarasovic presented a plan at the City Council's request after residents voiced concerns. Tarasovic noted, however, that overall crime is down 5.3%.
