Funding, effort needed to maintain infrastructure, ASCE Pa. section finds

Pennsylvania's infrastructure received an overall grade of D from the Lehigh Valley Section of the American Society of Civil Engineers, and the state has the most structurally deficient bridges in the nation. The Section report noted more governmental funding and effort was needed to keep up the state's infrastructure and to expand the economy.
