New York court orders big changes to school funding

The New York State Supreme Court ordered lawmakers to devise a funding formula for New York City schools that would provide students with a "sound basic education," as provided for in the State Constitution. The court, which argued the city is charged with educating a majority of the state's neediest students, gave the state 13 months to find a solution.
