In Baltimore, final exam retake for seniors stirs debate

This year, a new policy allows Baltimore seniors who failed a class to retake their finals and, if they pass the exams, earn their diplomas. School officials say the change motivates students to keep working hard until they succeed, but some teachers fear the district is just pushing kids through to inflate its low graduation rates.
