Baltimore officials dispute Ed Week graduation analysis

Baltimore officials contend the district's true graduation rate was 54% in 2003, not the 38.5% reported for the same year by Education Week last week in its review of the nation's 50 largest school systems. The magazine's formula looks at how many students complete school, compared with the number of freshmen who started, an approach that, some say, can be skewed if transiency is high and student enrollment is declining.
