CFTC's Gensler discusses regulation of derivatives

Gary Gensler, chairman of the Commodity Futures Trading Commission, discusses the regulatory overhaul of the derivatives market, how the new rules might affect nonfinancial firms and why some of the new rules have been delayed. For example, Gensler said that while the global financial crisis showed that swaps could concentrate risk, they are also valuable tools for municipalities and companies.
