Chinese laborers, engineers build California's Bay Bridge

Although the paving and assembly of the $7.2 billion San Francisco-Oakland Bay bridge will be done by Americans, construction of the bridge decks -- more than two dozen steel modules -- is being done by 3,000 workers in China. This is not the first large contract awarded overseas because costs here can seldom beat costs there. It is a move, writes David Barboza, for China to "become the world's civil engineer."
