House, Senate work on different spending bills

Senate Democrats plan to increase the spending cap on 12 annual funding bills that include energy, housing and transportation programs for fiscal year 2014, while House Republicans propose much less funding for those sectors. The Senate proposal would cost more than $1.05 trillion, which exceeds the White House spending "cap" of $967 billion. The funding is expected to support construction of more bridges and provide funding stimulus for other transportation projects, including TIGER grants and Amtrak.
