McClellan: Congress should link physician pay to outcomes

Former CMS administrator Mark McClellan, M.D., told the Senate Finance Committee that Congress should match physician payments with patient outcomes and focus payment plans at the episode level of care where quality improvements can be made. He said quality reporting programs such as the Physician Quality Reporting System and new Value-Based Payment Modifier could be part of new payment systems.
