Vouchers Could Be A Tough Sell

Voucher proponents yesterday said they would seek to begin such programs in potentially sympathetic states following the Supreme Court's decision on the Cleveland program. But the growth of vouchers probably wouldn't spark an exodus of students from low performing public schools, as voters remain skeptical of the issue, reports say.
