Seattle tunnel bid a pleasant surprise for officials

The low bid, from Balfour Beatty Construction, on a project to retrofit and expand Seattle's downtown transit tunnel came in at 12% below estimates, much to the relief of city officials. The work is part of the city's light rail line project, for which total bids so far are about 3% lower than engineers had estimated.
