Half of Florida county pupils promoted midyear flunk state test

Broward County schools in Florida may be forced to rethink its promotion policy after learning just 120 of 750 students retained in third grade who were then advanced to fourth grade in October ended up passing the fourth-grade state exam. A year-old Florida law permits retained third-graders to move up after a few months of "catchup work" if they pass the third-grade state exam or an alternate assessment.
