Official: Bilingual instruction is the best bet for ELL students

Nebraska's head of English-language instruction says students benefit most from dual-language programs that incorporate students' native languages into their English lessons. However, political pressure, along with a lack of funding and teachers, often leads many schools to place students in English-only classes before they are ready, some say.
