The Department of Agriculture's outline for meeting the biofuel targets in the Renewable Fuels Standard successfully ties together information "about feedstocks, processing technologies and fuels into a comprehensive plan that forms the basis for immediate action," according to this analysis. However, the plan is criticized for its weaknesses, including its outdated focus on cellulosic ethanol from grasses and a lack of consideration for algae, biobutanol or "drop-in fuels" that comprise almost 75% of proposed advanced-biofuel generation.
