New York lawmakers move to block governor's power over budget

Starting today, New York state lawmakers locked in a budget showdown with Gov. David Paterson will choose between the governor's emergency budget bill and a bill drawn up by Senate and Assembly leaders. The lawmakers' bill appropriates enough funds to keep the government open, essentially stripping the governor of his power to ram through certain measures under threat of a government shutdown.
