Virgin Atlantic flight issues spur DOT's tarmac-delay move

The Department of Transportation's efforts to apply its rules regarding tarmac delays on foreign airlines operating in the U.S. got a boost from an incident with a recent Virgin Atlantic flight. The DOT says passengers flying in and out of the U.S. deserve the same protections extended to domestic travelers. But international flights pose different challenges.
