Health care may remain unaffordable for some under the ACA

More people will have access to health insurance under Affordable Care Act rules regulating the individual market. Insurers will be forbidden from turning away people with pre-existing conditions, and out-of-pocket expenses will be capped. But young, healthy people are likely to pay higher premiums under the law, and expenses may remain unaffordable for some families.
