In the modern, globalized marketplace, protectionist approaches to green job creation simply don't work, writes Doaa Abdel Motaal, deputy chief of staff for the World Trade Organization. Rather than trying to exclude foreign-made solar panels, regulators should focus on boosting local demand for solar energy, as access to cheap panels spurs job creation.
