Ruling: Parents can veto year-round school enrollment

Wake County, N.C., schools won't be able to assign students to year-round schools without their parents' consent, the North Carolina Court of Appeals ruled this week. More than 2,600 families in the district already have rejected the calendar, which educators hoped would decrease crowding and increase achievement.
