Colorado rewrites law to allow for rainwater recycling

Two new laws in Colorado will allow residents to legally collect rain and recycle rainwater. A law in place since the frontier days assigned ownership of all rainwater to the state, but the law was rarely enforced. "I was so willing to go to jail for catching water on my roof and watering my garden," said Tom Bartels, a video producer in Durango. "But now I'm not a criminal."
