FCC reverses ruling against Time Warner Cable and Cox

The FCC has reversed its own Enforcement Bureau, which had fined Time Warner Cable and Cox Communications for migrating some channels to switched digital video. Time Warner Cable, in a statement, said that it was gratified by the FCC's decision and that "we have long believed that SDV holds enormous promise for consumers. It enables us [to] make more efficient use of bandwidth and, in turn, to offer more high-definition programming and faster Internet speeds, among other benefits."
