Hawaii budget cuts to affect hiring of special-education teachers

Education officials in Hawaii say a plan to avoid teacher furloughs next year will mean that some 400 mostly vacant teaching positions will not be filled, and about 230 are in special education. Parents of students with special needs say the cuts will harm students, but schools chief Kathryn Matayoshi says the state is "trying to minimize the impact" the cuts have on special education.
