1 in 5 states lack budget as new fiscal year looms

With the fiscal year set to end today in all but four states, 10 states are still scrambling to pass a budget. The states without a budget are Arizona, Indiana, Mississippi, California, Pennsylvania, North Carolina, Delaware, Illinois, Ohio and Connecticut. Every state except Vermont requires a balanced budget. "States are in uncharted territory," said Susan Urahn, managing director of the Pew Center on the States.
