Study: Turnaround coming for IT spending

Technology spending growth is expected to return in the fourth quarter of this year, according to a report from Forrester Research, after falling steeply in the first half of 2009. Despite the good news, the firm still forecasts overall declines for the IT market for 2009, with business and government IT spending falling by 10.6% this year.
