Arizona district develops guidelines on restraint and seclusion

Officials in Arizona's Chandler Unified School District have approved guidelines that allow the restraint and seclusion of students who are considered an "imminent danger" to themselves or others. A district official said the practice is meant to keep students safe -- rather than as a means of discipline -- and that every other method would be used before resorting to restraint and seclusion. The state had requested that all districts develop written policies by Wednesday regarding the "behavior management" of students in special education.
