Washington town's officials loosen electronic sign rules

The City Council in Walla Walla, Wash., voted to lift some of the city's restrictions on outdoor electric signs, paving the way for merchants to change their messages more often. The change allows advertisers to change their messages every minute instead of every half-hour.
