New York Gov. Andrew Cuomo plans to allow hydraulic fracturing in the state, as a report to be released today by the state's environmental regulators is expected to contain recommendations that will form fracking guidelines, according to The New York Times. Such regulations will contain zoning restrictions and other permitting rules. "This report strikes the right balance between protecting our environment, watersheds and drinking water, and promoting economic development," said Joseph Martens, commissioner of the state's Department of Environmental Conservation.
