SEC proposes rules to protect swaps investors

The Securities and Exchange Commission has proposed standards for the way swaps dealers treat their clients as part of the agency's effort to supervise the over-the-counter derivatives market. Mary Schapiro, chairman of the SEC, said the proposals would "ensure that customers in these transactions are treated fairly."
