Businessman James Nevels, the head of Philadelphia's newly formed School Reform Commission, advocates a "multipronged attack" for school reform to give the district a chance to see what works best. In addition to installing outside management at some schools, the initiative includes a first-of-its-kind testing program to track students' progress and a teacher recruitment campaign, Nevels says.
