Obituary: Administrator, union leader had reputation for frankness

Shirley O'Donnell Brown, 89, a former D.C. high school principal who then presided over the District's union of principals and assistant principals, died in a car crash in June. Brown graduated from D.C. schools and began teaching and counseling in the 1950s; he earned a doctorate in education in 1980.
